Overview

We are seeking a Project Manager to support the Program Management Office (PMO) within the National Heart, Lung, and Blood Institute (NHLBI), an operating division of the U.S. Department of Health and Human Services (DHHS). The PMO focuses on supporting strategic programs, defined as complex, high-priority initiatives that span the NHLBI and are funded through Other Transaction Authority (OTA) or multiple funding mechanisms. Additionally, the PMO provides project management and coordination for other high-priority projects and NHLBI-wide working groups.

This is a contingent position that is subject to a federal contract award.

Responsibilities

  • Create and maintain project artifacts.
  • Develop implementation plans, project schedules, and timelines, and milestone tracking materials to assist in the effective and timely execution of priority activities and tasks, while ensuring proper accountability and ownership.
  • Monitor, track, and report on federal funds pertaining to the programs and projects.
  • Identify potential project risks, develop mitigation strategies, and monitor risks to implement changes as necessary to keep projects on track.
  • Coordinate information and communication between stakeholders.
  • Synthesize program data, summarize key findings, and develop materials to provide valuable insights on the progress of the program.
  • Implement and enforce project management best practices and methodologies.
  • Also includes project coordinator responsibilities.
  • Performs other duties as assigned.

Qualifications

  • A bachelor’s degree in an applicable field (e.g., science, public health, business, or project management); a master’s degree is preferred.
  • Minimum of 5 years of demonstrable experience in portfolio, program, and project management support. If degree is not in a science-related field, at least 3 years of that experience must be in a biomedical, pharmaceutical, biotech, academic medical center, or health-related organization.
  • Operational program/project management experience for a federal agency strongly preferred.
  • Experience with OTA preferred.
  • Experienced staff members of the organization with demonstrated ability in employing an advanced level of portfolio, program, and project management leadership.
  • Must understand project management principles and techniques and have project management work experience in a biomedical, pharmaceutical, biotech, academic medical center, or health-related organization.
  • Proven experience in documenting and maintaining project management processes, tools, and templates to strengthen an organization’s project management approach.
  • Must have the skills necessary to execute projects to ensure they meet all scope, schedule, resources, and quality expectations through the entire project lifecycle and in accordance with the objectives of NHLBI.
  • Possess strong analytical skills, including the ability to integrate information from multiple sources.
  • Have excellent verbal and written communication skills with the ability to tailor communications to relevant scientific and administrative audiences.
  • Strong organizational skills and the ability to prioritize multiple tasks and projects.
