This position is located in USAID’s Bureau for Global Health (GH), Office of Population and Reproductive Health (PRH), Commodity Security and Logistics Division (GH/PRH/CSL). 


USAID has been the leading bilateral donor for  international family planning assistance for more than 50 years. The PRH Office’s Strategic Objective is to advance and support voluntary FP/RH programs worldwide.  The Office has three high-level outcomes, to increase the availability of FP services, increase demand for FP services, especially among youth, and to increase domestic financial contribution to FP programs.  The work of the CSL Division supports primarily the first and third outcomes.  CSL’s mission is to be a world leader to ensure the long-term availability for clients in low- and middle-income countries of a range of high-quality contraceptives and family planning/reproductive (FP/RH) health commodities.  The Division achieves its mission by: (1) ensuring FP/RH commodity availability through commodity procurement, logistics support and leveraging a world-class global supply chain; (2) providing technical assistance to support public and private entities to transform national and subnational supply chains to be self-reliant, resilient, and responsive to local contexts and needs; and (3) serving as a thought leader and trusted resource in the global public health supply chain community -- as well as within USAID -- with the ability to move and inspire others to action.  The work of the Senior Strategic Procurement Advisor focuses primarily on the first and third of these areas.


The Senior Strategic Procurement Advisor serves as a senior advisor on the Central Contraceptive Procurement (CCP) Team, one of two teams in CSL.  The Advisor provides technical leadership and guidance on procurement issues such as strategic sourcing, vendor relations and engagement, global donor coordination, and monitoring contractor performance.  The Senior Strategic Procurement Advisor will be expected to advise on complex and precedent-setting issues, develop consensus for ideas and move them forward in an environment where he/she will not have direct supervisory authority.  Guidance rather than direction will be appropriate; and the   Advisor will be required to collaborate in a positive and productive manner with others within and outside of CSL to further CSL, PRH, and Agency goals.



The Senior Strategic Procurement Advisor will:

  • Serve as a technical expert in strategic sourcing to help set priorities and direction with colleagues and contractors so that CSL’s global supply operation is strategically designed and managed to achieve desired outcomes and reduce risk in USAID’s supply of FP/RH commodities.
  • Identify key strategic and operational issues for PRH’s contraceptive assistance program and lead in conceptualizing plans, and organizing and implementing solutions.
  • Analyze current and future market conditions to determine manufacturer and supplier trends in pricing, service, and availability of FP/RH products of interest to USAID.
  • Provide technical and coordination leadership to strategically engage with other organizations (e.g., USG agencies, donors, multilateral organizations, non-governmental organizations, academic institutions, multi-agency coalitions, contraceptive manufacturers, and professional organizations) in approaches and programs to leverage and shape evolving trends and priorities for procurement of FP/RH commodities.
  • Serve as CSL’s coordinator to engage across PRH divisions, with Missions, and procurement contractors to support social marketing programs for FP/RH.
  • Support CCP in coordination with other staff in responding to issues related to product quality.  Provide technical and  management  support as needed for activities under the  Global Health Supply Chain - Quality Assurance contract.
  • Attend conferences and meetings for the purpose of professional development and interchange, and establish and maintain effective working relationships with professional colleagues, suppliers, and donors.
  • Serve as the CSL back stop for one or more USAID Mission programs, providing support for Mission contraceptive ordering, requests for other health commodities, and supply chain technical assistance.
  • Serve on one or more GH country teams as a FP/RH commodity and supply chain technical resource for planning, implementation, and monitoring of USAID Mission health programs.
  • Perform other duties as assigned.


  • Master’s degree in business administration/management, supply chain management, or other relevant field.
  • At nine years of procurement management experience, preferably including experience in health and in resource-challenged settings.
  • Strong analytical skills, with an ability to think logically, derive strategic, executive insights from detailed analysis, and use mature, discerning judgment to promote positive change.
  • Proven ability to manage multiple responsibilities, plan and prioritize effectively, and adapt too available resources and changing conditions.
  • Proven ability as an entrepreneurial, self-motivated problem-solver who productively contributes to and leads teams, and establishes and nurtures effective working relationships among a wide range of partners.
  • Strong oral and written communication skills, including the ability to communicate complex concepts to diverse audiences.
  • Diplomacy and ease working within an international community and in diverse cultural settings.
  • Ability to travel internationally 20% to 30%.
  • U.S. citizenship is required, and a Secret security clearance is required and must be obtained.
