Title:  Sr. HIV/AIDS Regional Advisor

The Sr. HIV/AIDS Regional Advisor’s primary role is to support USAID field missions and regional offices in developing sound strategies and operational plans consistent with PEPFAR policy; implementing efficient and effective programs that achieve desired outcomes; and monitoring and reporting on progress made in achieving program goals and objectives.  The Sr. HIV/AIDS Regional Advisor serves as the principal point of contact for the Office of HIV/AIDS (OHA) with an assigned portfolio of countries. Specific duties of the Advisor include 1) serving as a GH Bureau expert on HIV/AIDS programming in regional and country programs, including providing briefings to senior officials and responding to inquiries from OGAC, Congress, and other stakeholders; and 2) coordinating OHA technical assistance and other planning and implementation support to USAID field missions.  The position involves constant close collaboration with a wide range of stakeholders both in the field and at the headquarters level, including OHA, the Global Health Bureau, USAID Regional and Pillar Bureaus, the State Department Office of the Global AIDS Coordinator (OGAC), other USG agencies, NGOs, international donors, and multilateral organizations. 

The Sr. HIV/AIDS Regional Advisor will report to the Regional Advisor Branch Chief.

Roles and Responsibilities

The Sr. HIV/AIDS Regional Advisor serves as the principal point of contact for the Office of HIV/AIDS (OHA) with an assigned portfolio of countries.   


The Advisor will:

  1. Serve as OHA’s specialist on the HIV/AIDS epidemic in an assigned countries and/or geographic regions
  • Track key HIV/AIDS epidemiological, biomedical and social developments and update OHA, GH and regional bureaus as needed; track developments in host country policies and programs; track USAID and other donor assistance programs.
  • Participate in operational and strategic planning processes for GH/OHA as it relates to the Country Operational Plan (COP) and bureau-wide processes, including developing annual documents (i.e., Operational Plan, Congressional Budget Justification, Bureau Operating Plan and Budget Submission, Annual Program Statement, PPR, Mission Strategic Plan, etc.) for the HIV/AIDS components of regional and country programs.
  • Participate and take a leading role when needed in supporting the definition of GH/OHA’s strategic direction in the context of implementing PEPFAR strategic
  • Participate in the defining and refining of program results, participating in the planning exercises of the strategic objective teams, and translate these exercises into budgetary request levels for OHA.
  • Advise OHA and the Front Office on pertinent and emerging issues for immediate attention and resolution in assigned countries and/or regions.
  • Coordinate with O/GAC staff as appropriate and serve as OHA’s lead in the development and technical review and approval of mission HIV/AIDS strategies and plans, including determining the timing and scheduling of reviews; developing issue papers; communicating with the missions; and reporting on the outcome of the reviews;
  • Assist in the formulation, administration, and analysis of OHA budget and procurement planning processes and documents necessary for effective implementation of and reporting on HIV/AIDS resources;
  • Participate in PEPFAR-wide activities and ensure that country and regional perspectives are taken into account in policy development, guidance, and program requirements. 
  1. Provide HIV-specific technical assistance to field missions and regional offices in coordination with USAID Regional Bureaus, Programs, and OGAC
  • Ensure assistance is provided to missions in support of Country Operational Plan/Operational Plan development and reviews;
  • Provide virtual or in-country support as appropriate in the design of HIV/AIDS strategies, implementation plans and monitoring, evaluation and reporting systems,
  • Work with OHA front office and technical advisors to ensure appropriate technical assistance is provided to countries.
  • Provide expertise on agency-specific and PEPFAR regulations and issues to the missions, regional bureaus, and other GH programs.
  • Provide assistance to missions with developing procurement plans and documents, liaise with COTR or CO as appropriate. Review draft procurement documents and provide feedback to missions and to OHA leadership.
  • Serve as OHA liaison to the regional bureaus, working with them and with OHA support team members to coordinate communication with the field, collect up-to-date information on HIV/AIDS programs/results and maintain regional and country files.



  • Master's degree or higher in public health, health management, health policy, HIV/AIDS or other relevant field.
  • Minimum nine years' experience in program planning, management and implementation, including experience in international or resource-poor settings and experience with HIV/AIDS programs. Experience in Africa and/or with PEPFAR highly desirable.
  • High degree of judgment, maturity, ingenuity and originality to interpret strategy, to analyze, develop and present work and to monitor and evaluate implementation of programs.
  • Demonstrated leadership and group facilitation skills.
  • Demonstrated experience working with a wide range of development partners, including multilateral and bilateral donors as well as private foundations and civil society.
  • Demonstrated knowledge of internal processes within the US Government and other health sector development partners, (e.g. thematic priorities, decision-making mechanisms, and preferred funding channels).
  • Experience with global health partnerships and disease-specific initiatives.
  • Strong interpersonal communication and writing skills and ability to work with diverse teams.
  • Strong teamwork, multi-stakeholder collaboration and management skills.
  • US Citizenship or Permanent Residency required.
