Title:  Program Analyst

Summary:

The program analyst provides support to the President’s Malaria Initiative (PMI) team located in the Malaria Division of the Infectious Disease Office of the Global Health Bureau (see pmi.gov for more information). This position will be responsible for performing varied and complex tasks to support the division chief and the PMI team as a whole, with a focus on supporting the Contracting Officer’s Representative (COR) in management of PMI’s flagship service delivery project. These duties range from administrative-type tasks such as financial and activity tracking and shepherding project documents through USAID approvals to facilitating technical and programmatic communications amongst numerous PMI country teams and the implementing partner. The program analyst will also perform analytical tasks such as reviewing program data and progress reports, preparing technical documents and presentations, and providing technical and implementation support to programs in the field.

 

The program analyst balances several routine and ad hoc responsibilities simultaneously and effectively manages time to meet impending deadlines. The individual is expected to be highly organized and have or rapidly develop a working knowledge of USAID policies and guidelines, corporate practices and procedures, and PMI technical issues and policies.

Responsibilities

Project/Program Tracking Data Analysis & Documentation:  Assist in researching, identifying, analyzing and updating program and technical information.

  • Provides operational support to the COR in tracking and managing the service delivery project. This includes working with PMI technical staff, country staff, and external partners to ensure that work plans, financial reports, and progress reports and other deliverables are prepared, submitted, and reviewed.
  • • Develops, adapts, and updates tools to address unmet needs in tracking, reporting, and analysis on 
  • project progress and activities.
  • Collects, organizes, and analyzes data for use in regular and ad hoc reporting on the status of programs from various sources such as cooperating agency reports, USAID reports and documents, and technical staff.
  • Performs analysis for regular technical updates to the PMI Interagency Team including the Coordinator
  •  As needed, fills in to provide overall routine and ad hoc support to the Malaria Division Chief and other Malaria Division staff to enable successful implementation of routine programmatic and core functions for the Division.

Budget & Field Support Tracking: Assist in budget preparation and tracking of Mission field support levels for PMI projects.

• Routinely tracks Malaria Operational Plan (MOP) funding for the PMI service delivery project and assists in the design and maintenance of spreadsheets and databases to support these systems.

Administrative & Financial Tracking: 

  • Maintains program related administrative and financial systems, databases, and files.
  • Maintains/or provides assistance with administrative and financial tracking systems as a COR team member for the service delivery project, and assists in the design and maintenance of spreadsheets and databases to support these systems.

Program Document Preparation & Presentations: Assist in development of program documents, such as Annual Report, interagency documents, action memos, talking points, Congressional Notifications, and power point presentations

  • Works with colleagues in the preparation of program documents and correspondence such as Congressional Notifications, reports, talking points, technical guidance, and interagency technical presentations, ensuring that all documentation is complete and in compliance with USAID rules, regulations, and standards.
  • Independently reaches out to colleagues in the field and across the interagency to coordinate activities, solicit and give feedback, and share critical programmatic and technical information
  • Drafts program communications such as cables, waivers, and letters that seek approval or request information relative to program matters.

Backstop & Field Support: Assist Technical office staff in supporting field as necessary, travel to USAID missions as necessary, track, coordinate, and report on field support to include responding to all emails and phone calls.

  • Primary backstop for multiple countries buying into the service delivery project; in this role, serves as a liaison between partner and PMI country teams, reviews work plans and project progress, and flags challenges or issues pertaining to those country programs to the COR.
  • As member of the COR team for the service delivery project, works with the COR to direct the partner as needed and manage activities and deliverables across all countries as well as at headquarters.
  • Provides administrative and technical support to country team activities as needed, including travel to USAID Missions in Africa to assist with Malaria Operational Planning and routine monitoring visits as necessary.
  • Maintains regular communications with USAID missions on programmatic, technical, and management issues relating to PMI.

General Administration:

  • Coordinates, organizes, liaises with members of working groups, missions, other USG agencies in support of program implementation and attend working groups to further USAID offices’ program objectives
  • Coordinates and manages regular and ad hoc meetings and phone calls with PMI and service delivery partner staff at headquarters and field level. Assists PMI colleagues in coordinating and preparing for meetings, events, and presentations.
  • Other duties as assigned.

Qualifications

A bachelor’s degree in a related field and a minimum of 3 years of relevant experience, or equivalent combination of education and experience. Alternately, an individual may qualify at the GS-9 equivalent Program Analyst level with a master’s degree and a minimum of 1 year of relevant experience. 

 

This position has the following requirements:

  • Strong organizational skills
  •  Strong oral, written communication and comprehension skills
  •  Ability to handle multi-tasking well
  • Proficiency in Microsoft suite of programs (e.g., Word, Excel, PowerPoint)

  • Other qualifications include:
  • A demonstrated general interest in international development and global health is desirable
  • Experience in project administration and management procedures preferred
  • Some knowledge of USAID rules, regulations and capacity building concepts is a plus
  • Ability to effectively present information and respond to questions from team members, managers, and others
  • Excellent interpersonal skills
