The United States Agency for International Development (USAID) has contracted through Social Solutions International partnered with CAMRIS, to recruit and hire qualified individuals for the following position:

 

 U.S. Agency for International Development/Bureau for Global Health/Office of HIV/AIDS/Budget and Operations Division (USAID/GH/OHA/BOD)

INTRODUCTION

The Bureau for Global Health’s Office of HIV/AIDS (GH/OHA) is the locus of technical leadership for HIV/AIDS programming that falls under the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR), implemented by the United States Agency for International Development (USAID). The Office provides input into U.S. Government (USG) decisions concerning the strategic allocation of financial and human resources in the HIV/AIDS field, and supports USAID Headquarters and field Missions in designing, implementing, monitoring and evaluating effective HIV/AIDS programs. This entails ensuring the technical integrity of Agency and Mission strategies; providing global technical leadership on the full range of issues related to HIV/AIDS prevention, care and treatment; managing numerous research and field support programs; and monitoring and reporting on the impact of the Agency's HIV/AIDS program.

 

The Budget Analyst, located in the Budget Branch of the Budget and Operations Division, within GH/OHA, works with USAID Headquarters bureaus, USAID field Missions, and the State Department Office of the Global AIDS Coordinator (S/GAC) to:

 

  • Help coordinate the budgetary aspects of an annual strategic planning process for GH/OHA.
  • Support the annual budget formulation process at Headquarters and in the field.
  • Provide budget execution guidance and support to Headquarters-managed projects and Mission programs.
  • Interpret and analyze financial data to present findings and propose solutions.
  • Liaise with and provide support to other OHA teams on budget-related issues.

 

The Budget Analyst reports to the Budget Branch Chief, under the overall direction of the Chief of the Budget and Operations Division.

Responsibilities

 Help coordinate the budgetary aspects of an annual strategic planning process for GH/OHA:

  • Assist in planning, implementing, and coordinating an Office-wide process for an annual programmatic portfolio review of all activities managed by the Office of HIV/AIDS, resulting in a deep, shared understanding of current activities that can be used to strategically plan future activities.
  • Support the Office’s review and planning processes, in line with Bureau and PEPFAR goals and objectives.

Support the annual budget formulation process at Headquarters and in the field:

  • Help coordinate the formulation and justification of the PEPFAR Headquarters budget.
  • Review, analyze, and modify budget estimates and resource funding requests for completeness, adequacy of supporting narrative justifications and conformance with policy and guidelines.
  • Provide virtual or in-country support to Missions during their annual budget formulation process (COP preparation).
  • Participate in the inter-agency budget review process.

 Provide guidance and support on budget execution to Headquarters-managed projects and Mission programs:

  • Assist Office and Mission staff with financial management processes to support the efficient and effective use of PEPFAR funds.
  • Train and provide technical assistance on tracking and analyzing obligations, outlays, and pipeline to OHA mechanism leads and field Mission budget contacts.

 Collect, interpret and analyze financial data to present findings and propose solutions:

  • Conduct special analyses and prepare routine and special reports and briefings for senior management, as required.
  • Provide accurate and timely budget information for decision-making at all levels of the organization.

 Liaise with and provide support to other Bureau and Office teams on budget-related issues:

  • Collaborate on topics that enhance program implementation, such as strategic information (monitoring and evaluation), expenditure analysis, cross-Bureau projects and/or program policy and execution.

Qualifications

In addition to the standard qualifications required of a Budget Analyst, the following qualifications, skills, and background are required or desirable for this position:

 

  • Bachelor’s degree in related field and 3+ years of relevant experience; OR master’s degree in related field and 1 year of relevant experience; OR equivalent combination of education and experience (required).
  • Expertise in the use of Microsoft Excel and the ability to work with large and complex spreadsheets and pivot tables (required).
  • Expertise in detailed work with complex budget and financial information (required).
  • Excellent organizational skills and detail-oriented working style (required).
  • Experience and/or familiarity with federal budget processes (desirable, but not required).
  • Experience and/or familiarity with PEPFAR (desirable, but not required).
  • Willingness to learn on the job and to seek opportunities for professional growth (required).
  • Ability and willingness to travel internationally.
