    CAMRIS is seeking a Scientific Program Manager (Title 5 and Title 42) to support the mission of the Office of Science Management and Operations (OSMO) within the National Institute of Allergy and Infectious Diseases (NIAID) at The National Institutes of Health (NIH).  

     

    Responsibilities

    • Provide expert recommendations and guidance to NIAID senior level and program level scientific/administrative managers on DHHS and NIH policy requirements and justification strategies.
    • Review and interpret HHS and NIH regulatory and policy guidance and assessment for impact/implementation in NIAID.
    • Collaborate with NIH scientific and administrative leadership on policy interpretation and implementation.
    • Research, analyze, develop, and implement Institute-level policy and procedures.
    • Develop strategies to solve recruitment and retention issues related to mission-critical positions.
    • Manage and review Title 42 cases submitted to the NIAID Pay Board (chaired by the NIAID Deputy Director and comprised of NIAID Division Directors/Office Heads).
    • Manage and review Title 42 and Title 5 cases submitted for the approval of the NIAID Director or NIAID Deputy Director.
    • Write recommendation memos and other justification documents for senior scientific positions (e.g., Deputy Directors, etc.).
    • Develop and present training sessions/modules, comprehensive resources, job aids, and other reference materials/tools to facilitate administrative operations and business practices.
    • Manage special projects related to above.
    • Work products and documents related to providing comments and/or recommended revisions to Title 42 and Title 5 cases and recommend memos and other justification documents (written by the Consultant).
    • Work products and documents related to providing recommendations guidance on Title 42 and IRP policies, procedures, and requirements at NIAID Pay Board meetings (generally held twice a month), other meetings with senior level and program level managers, and via telephone and email.
    • Work products and documents related to preparing formal, informal, and on the job (OJT) training sessions/modules.
    • Work products and documents related to developing documentation checklists, fill able forms and templates, job aids/tools, standard operating procedures, and other reference materials.
    • Work products and documents related to researching, analyzing, developing, and implementing policy and procedure documents, presentations, briefings, emails, memos, and other correspondence to senior managers related to HHS, NIH, and NIAID policies, special projects, etc.

    Qualifications

    • Master’s degree in a related field.
    • Four (4) years of specialized experience plus a Bachelor's degree is equivalent to a Master’s degree.
    • Two (2) years of experience in related field.
    • Ability to manage and review Title 5 and Title 42 cases. 
    • Excellent communication skills.
