The U.S. Agency for International Development (USAID) is at the forefront of the multi-agency U.S. Government (USG) response in the fight against HIV/AIDS as a key partner in the U.S. President's Emergency Plan for AIDS Relief (PEPFAR). PEPFAR represents a cumulative investment of more than $80 billion (since 2003) in the global HIV/AIDS response, the largest commitment made by any nation to address a single disease.
Within USAID’s Bureau for Global Health, the Office of HIV/AIDS (GH/OHA) is the locus of HIV/AIDS technical leadership for USAID, and has primary responsibility for the Agency's HIV/AIDS program. Comprised of eight divisions and over 200 staff, OHA provides strategic direction, technical leadership, and administrative support to HIV/AIDS field programs in over 50 countries, assisting with the design, implementation, monitoring, and evaluation of those programs. Mission success depends on the technical integrity of health programming, both at headquarters and at overseas Missions. OHA ensures strong program performance and outstanding results by providing global technical leadership on the full range of issues related to HIV/AIDS prevention, care and treatment; managing numerous research and field support programs; and monitoring and reporting on the impact of the Agency's HIV/AIDS program.
The Senior Advisor will be a senior member of the management team in the OHA’s Front Office and will directly support the Director (Senior Foreign Service level position). The incumbent will be a leading agency expert on the full spectrum of OHA and PEPFAR operations, including its historical context, both current and relevant archived portfolio of programs, breadth of collaborating agencies and implementing partners, etc. They bring extensive direct field implementation experience and direct institutional knowledge of strategies, processes and challenges related to activity design and implementation, procurement, staffing, etc. – from both the USAID/Washington (i.e., headquarters) and field perspective.
They will serve as a senior programmatic advisor, policy expert and organizational mentor whose duties include advising on diverse scientific and methodological health services and program implementation issues across USAID’s HIV/AIDS portfolio. They will independently facilitate the integration and alignment of programs across OHA’s eight Divisions and provides strategic advice to coordinate the activities of Director and Deputies. The Senior Advisor provides expert advice and guidance to senior leadership and technical subject matter expert staff to enhance performance of current projects and to develop future projects, and, in collaboration with the Director and Deputy Directors, is intimately involved in developing a strategic plan for OHA. In particular, the Senior Advisor will lend his/her executive-level technical expertise and experience to frame OHA policies and programmatic decisions around prevention and clinical activities, engagement with key and priority populations, supply chain logistics, and local partner strengthening. As lead technical expert and member of the senior management team in the OHA Front Office, the Senior Advisor will work closely with the Director and Deputy Directors at USAID Washington and with regional and overseas Mission leadership (e.g., Mission Directors), as well as with senior officials with other PEPFAR agencies and other high-level partner stakeholders.
The Senior Advisor will play a crucial role in ensuring the OHA Director has the ability to manage OHA's significant technical, performance, and communication requirements in a large and complex organization with over 300 staff (larger than most offices in UAID). To that end, the incumbent facilitates cross-cutting communication in support of the Director between headquarters and the field and with other non-USG partners, and to maintain intimate situational awareness of the work of OHA's Front Office and all eight (8) Divisions and across the entire portfolio of USAID's PEPFAR investments - both current and planned.
The Senior Advisor receives guidance from the Director of the Office of HIV/AIDS, who is the USAID point of contact (PoC), and performs the following duties and responsibilities below. 2. Facilitate Strategic Prioritization and Project Management (30%)
3. Organizational Development (20%)
This position requires both international and domestic travel, occasionally on short notice and potentially into austere conditions. In support of this travel, the incumbent would be required to meet minimum standards of fitness for deployment to the applicable country or region, to include the ability to wear personal protective equipment.
