    The United States Agency for International Development (USAID) has contracted through ZemiTek partnered with CAMRIS International, to recruit and hire a qualified individual for the following position:

     

    Title:  Waste Management Advisor

    BACKGROUND:

    The purpose of this short-term consultancy is to support the integrated health task team in USAID/Uganda’s Office of Health and HIV to design a new activity to support medical waste management at USAID-supported health centers. USAID/Uganda is transitioning PEPFAR resources from international implementing partners to local Ugandan entities. The design team envisions a new activity for which competition will be restricted to a local Ugandan entity. The purpose of the activity is to ensure that hazardous medical waste generated by health centers is appropriately stored, removed, and destroyed in compliance with U.S. government regulations.

     

    The consultant will coordinate with the integrated health design team. The consultant will work within the Office of Health and HIV and coordinate closely with USAID/Uganda support offices including the Office of Acquisition and Assistance, Office of Financial Management, Office of Program and Policy Development, Resident Legal Officer, and Mission Environment Officer.

     

    The consultant will report to the USAID/Uganda HIV/AIDS Project Management Specialist Sheila Kyobutungi who will be the primary logistical coordinator for the consultant.

    Responsibilities

    ROLES AND RESPONSIBILITIES:

    • Waste Management Activity Design
      • Tasks:
        • Draft USAID/Uganda’s waste management design concept (Design Stage 1) with support from the design team. The required template for the concept includes: evidence review, objective analysis, situation analysis, key questions for gender, key questions for environment, monitoring, evaluation, and learning (MEL), budget estimates, development of potential approaches, mechanism consideration. Design Stage 1 culminates in the Mission Concept Presentation to the Mission, including the Mission Director.
        • Participate in market research and stakeholder engagement providing technical expertise in conjunction with the anticipated private sector landscape assessment for waste management conducted through the Investment Support Program by The Dalberg Group.
      • Deliverables
        • Waste Management Design Concept Presentation (using Program Office template)
        • Market Research Document (Using Office of Acquisition and Assistance template)
        • Technical Specifications (in the form of a Statement of Work, Program Description, or similar) for the Waste Management Activity incorporating feedback from the design concept presentation

    • Design process (Total estimated LOE including travel to/from Uganda – 30 days):
      • In-Brief and Information Collection / Kampala (3 days)
      • Information Collection / Field Work (10 days)                    
      • Preparation and Presentation of Concept (5 days)
    • DELIVERABLE: Concept Slide Presentation
    • Preparation of Market Research Document and Technical Specifications (10 days)
    • DELIVERABLE: Market Research Document

    Qualifications

    CERTIFICATIONS, LICENSE, PHYSICAL REQUIREMENTS OR OTHER

    EXPERTISE REQUIRED. The contractor must have:

    • Master’s degree (or equivalent level experience) in environmental science, civil engineering, public health or a related field.
    • A minimum of five years substantive and increasingly responsible experience in waste management and hazardous waste remediation.
    • Experience in a developing country and/or resource poor settings in Africa preferred.
    • Demonstrated proficiency in activity design, program management, and local capacity development.
    • Excellent written and interpersonal communications skills.
    • Proficiency in information technology including the Microsoft Office suite and USAID Google suite and constituent applications.
