    CAMRIS seeks a Performance Monitoring Advisor for the upcoming USAID/Vietnam Monitoring, Evaluation, and Learning for Sustainability (MELS) Activity. The USAID/Vietnam MELS activity will be a five-year activity with an expected start date in 2019. Under this award, CAMRIS will provide fast, flexible, demand-driven monitoring, evaluation, and learning (MEL) support, guidance, and capacity development for USAID/Vietnam, it’s implementing partners, Government of Vietnam stakeholders, and local research organizations.

    Responsibilities

    • Oversee all aspects of third-party monitoring activities, such as planning, budgeting, recruitment of consultants, designing and implementing each assigned activity.
    • Incorporate M&E considerations into USAID/Vietnam strategy as it is developed and finalized and into USAID/Vietnam program and activity design;
    • Assist in the development of the mission’s performance management plan (PMP) and project and activity MEL plans
    • Assist implementing partners to develop effective indicators
    • Conduct data quality assessments (DQAs)
    • Design and conduct training in MEL topics to staff of USAID, implementing partners, and other organizations recommended by USAID/Vietnam.
    • Identify appropriate staffing levels and secure appropriate qualified staff.
    • Ensure gender, disability-inclusive, and conflict sensitive factors are consistently and systematically tracked and reported in accordance with USAID data reporting requirements.
    • Manage an internal local team of monitoring specialists, and external short-term consultants.
    • Provide relevant technical guidance.
    • Lead consultations with relevant USAID/Vietnam staff and implementing partners.
    • Track, analyze and summarize mission performance monitoring data using graphs, maps, and charts to facilitate mission decision-making.

    Qualifications

    • A Master’s or higher degree is preferred in organizational development, public policy or administration, statistics, business administration, research methods, or a related field.
    • At least 10 years of international development experience involved in either monitoring or evaluation; project management; project design, capacity building or strategy development.
    • Extensive knowledge of USAID ADS 201 and performance monitoring requirements.
    • Outstanding attention to detail and excellent organizational skills
    • Extensive experience developing performance indicators, MEL plans, and conducting DQAs. 
    • At least 5 years of experience in designing and implementing third-party monitoring activities.
    • At least 5 years of experience designing and conducting training in various MEL topics.
    • Strong data analysis, English report writing, and presentation skills. 
    • Able to effectively manage activities in a multi-cultural environment. 
    • At least 5 years of supervisory experience.
    • Experience developing training curricula and training in various MEL topics
    • Prior experience in Vietnam and/or the region desired
    • Excellent communication, supervision, and management skills.
    • Fluency in English required, and ability to converse in Vietnamese desired.
