    CAMRIS seeks an Evaluation Advisor for the upcoming USAID/Vietnam Monitoring, Evaluation, and Learning for Sustainability (MELS) Activity. The USAID/Vietnam MELS activity will be a five-year activity with an expected start date in 2019. Under this award, CAMRIS will provide fast, flexible, demand-driven monitoring, evaluation, and learning (MEL) support, guidance, and capacity development for USAID/Vietnam, it’s implementing partners, Government of Vietnam stakeholders, and local research organizations.

    Responsibilities

    The Evaluation Advisor will be responsible for overall management and functioning of all evaluation, assessment, and special study activities. This includes the following:

    • Oversee all aspects of evaluation, assessment and special studies, such as planning, budgeting, staffing, design and implementation of each assigned activity. 
    • Conduct evaluations of (performance and impact, midline, and final, and whole-of-project) of USAID/Vietnam projects and activities.
    • Conduct studies, assessments, literature reviews and other tasks that support Agency/Mission goals and objectives including informing the next USAID/Vietnam Country Development Cooperation Strategy
    • Evaluate, analyze and visualize high-priority strategic issues which may be of concern to Agency managers or key Agency customers, including the Mission Director and the Administrator.
    • Ensure gender, disability-inclusive, and conflict sensitive factors are consistently and systematically integrated into evaluations and tracked and reported in accordance with USAID requirements.
    • Identify appropriate staffing levels and secure appropriate qualified staff. 
    • Manage an internal local team of evaluation specialists, and external short-term consultants.
    • Provide relevant technical guidance.
    • Identify and execute agreed upon methodologies, field work, research, reporting and deliverables.

    Qualifications

    • A Master’s or higher degree is preferred in organizational development, statistics, business administration, research methods, or a related field.
    • At least 10 years of international development experience in evaluation research. 
    • Experience designing, conducting and managing performance and impact evaluations for USAID. 
    • Experience  in designing, conducting, and managing baseline, midline, and end line surveys, sector assessments, studies, and analyses.
    • Knowledge of USAID ADS 201.
    • Evidence of conducting qualitative and quantitative data analysis and fluency with one or more statistical software packages, such as STATA or SPSS. 
    • Fluency with a qualitative analysis software package desired.
    • Strong data analysis, English report writing, and presentation skills. 
    • Able to effectively manage activities in a multi-cultural environment.
    • Outstanding attention to detail and excellent organizational skills
    • At least 5 years of supervisory experience 
    • Prior experience in Vietnam and/or the region desired
    • Excellent communication, supervision, and management skills
    • Fluency in English required, and ability to converse in Vietnamese desired.
