    CAMRIS seeks a Chief of Party to lead and manage the upcoming USAID/Peru Monitoring, Evaluation, and Learning for Sustainability (MELS) Activity. The USAID/Peru MELS activity will be a five-year activity with an expected start date in 2019. Under this award, CAMRIS will provide fast, flexible, demand-driven monitoring, evaluation, and learning (MEL) support, guidance, and capacity development for USAID/Peru, it’s implementing partners, Government of Peru stakeholders, and local research organizations.

    Responsibilities

    • Provide vision and overall leadership to operations
    • Ensure provision of timely, relevant, high-quality MEL services
    • Provide leadership on the project by proactively engaging with USAID, partners, and MEL activity team members to provide effective MEL support. This involves deep collaboration with the Mission and partners to identify, design, and deliver high-quality services.
    • Identify adjustments in scope and operations to ensure that the project adapts to changes in need and context
    • Provide quality assurance and responsiveness on all aspects of the MEL lifecycle including design, data collection, analysis, reporting, and learning
    • Serve as the primary point of contact to the USAID Contracting Officer and Contracting Officer’s Representative
    • Ensure all USAID rules and regulations are followed Supervise and empower all technical and administrative staff on the project
    • Collaborate closely with CAMRIS headquarters technical and operations staff
    • Represent the Peru MEL team at local, regional, and international meetings, as required

    Qualifications

    • A Master’s or higher degree in management, organizational development, international development, economics, social science research, or a related field.
    • At least 15 years of experience is preferred in the following areas: public or private sector management, administration, and planning; international development, preferably in developing countries; 
    • At least 5 years of experience serving as a COP or DCOP under a USAID-funded contract.
    • Must have a strong background in project management and organizational development, and monitoring and evaluation to provide comprehensive monitoring and evaluation support.
    • Considerable experience managing group dynamics and high performing teams.
    • Experience managing similar multifaceted projects in the past. In addition, it is essential for the COP to have the capacity to manage large complex projects/activities in a multi-cultural environment and in providing consulting services in helping clients analyze problems, devise and adopt solutions.
    • Demonstrated leadership, strategic thinking/planning, management, and presentation skills.
    • Must have at least 8 years of supervisory experience.
    • Prior experience in Peru and/or the region desired
    • Excellent communication, supervision, and management skills
    • Fluency in English and Spanish required
