BACKGROUND:

The Technical Advisor – Climate Change, under the technical direction of the Climate Change team and in collaboration with Africa Bureau leadership, will be responsible for providing technical assistance to Africa missions and the Africa Bureau climate change team.  S/he will be responsible for ensuring high-quality technical advice on areas such as mission program design in the areas sustainable forest use, sustainable livelihood and charcoal activities, and the use of the Sustainable Landscapes earmark; providing input on innovative research related to sustainable forest use; supporting the development of a new team member working in areas of low emissions development; and direct provision of analysis and technical assistance around climate risk management.

Responsibilities

DUTIES AND RESPONSIBILITIES

  • Provide technical support and advice to USAID field missions in sub-Saharan Africa and to USAID/Washington on the strategic planning, development, implementation, evaluation, and reporting of climate change activities;
  • Conduct research, provide analysis, and develop targeted and timely recommendations on specific climate change issues as they relate to Africa; and
  • Provide training and other capacity-building assistance to USAID staff and partners on climate change-related issues, particularly in field missions.

Deliverables and activities:

  • Mission technical assistance
  • Project design (Central Africa): Support the design of the AFR flagship CARPE biodiversity and climate change program.
    • Serve as a core member of the design and writing team on PAD and activity designs.
    • Ensure that the Sustainable Landscapes earmark funding will be properly used on activities that meet earmark requirements.
    • Advise on effective engagement with the private sector in the context of Sustainable Landscapes activities and policy development.
    • Build capacity of mission’s new climate change advisor; provide mentoring and assistance as s/he spins up on programming history, earmarks, and best practices.
  • Project design (Malawi and Zambia): Support the design of Sustainable Landscape follow-on programs.
    • Serve as an advisor on PAD and activity designs.
    • Ensure that the Sustainable Landscapes earmark funding will be properly used on activities that meet earmark requirements.
    • Bring in relevant conclusions from AFR’s research on sustainable livelihood and charcoal activities to improve activity designs.
  • Climate Risk Management (CRM) mission support: In consultation with the Senior Climate Change Advisor and AFR’s CRM advisor, provide mission support as needed on CRM in the context of CDCS development and PAD/Activity designs.
    • Power Africa: Provide technical assistance and support on climate risk screening for new PADs and designs in the energy and infrastructure sector.
  • Other activities TBD
  • Team strategic support: Provide mentoring and assistance to the team’s new deputy as s/he spins up on low emissions development and team strategic and policy engagement.
  • Policy and coordination support: provide policy and coordination support on issues of relevant to USAID/AFR development priorities.
  • Other research, analysis, and mission support tasks: To be assigned in consultation with the Senior Climate Change Advisor.

Qualifications

QUALIFICATIONS, EDUCATION and/or EXPERIENCE

  • Advanced degree above a bachelors degree in environmental science, policy, or a related field;
  • A minimum of two years’ work experience in a USAID/AFR Mission;
  • Speaking fluency in French, e.g., enough to do interviews with government officials and USAID partners; writing fluency not necessary;
  • Knowledge of international development issues in Africa; knowledge of U.S. foreign policy issues in the Africa region;
  • Knowledge of USG ’s programming guidelines for climate change funding and the development and administration of USG climate change programs;
  • Excellent research, analytical, writing and organizational skills;
  • Ability to work effectively both individually and as a member of a team, including teams composed of members with cross-sectoral backgrounds or from different Bureaus and/or offices within USAID;
  • Ability to influence senior-level decision-makers, particularly senior leadership of USAID Missions;
  • Ability to plan, organize, and use time effectively; ability to handle multiple tasks simultaneously and work within tight deadlines;
  • Demonstrated ability to exercise sound, independent, professional judgment;
  • Ability to take initiative working with the direction of management; must be able to take ownership of projects, creatively solve problems, and see projects through to completion;
  • U.S. Citizen with the ability to obtain a secret clearance.
