The United States Agency for International Development (USAID) has contracted through Social Solutions International partnered with CAMRIS International, to recruit and hire qualified individuals for the following position:

 INTRODUCTION

The Program Assistant will be located in the Bureau for Global Health’s (GH) Office of Health Systems (OHS). OHS is the Bureau and the Agency’s center of excellence and focal point in providing worldwide leadership and technical expertise in health systems strengthening (HSS). The Office is responsible for developing and implementing bureau’s HSS strategy; knowledge and talent management; and field and program support.

 

The Program Assistant provides support to technical staff, performing a variety of both complex and routine administrative and analytical duties. Duties include tasks such as collecting, compiling, analyzing, and communicating data and information for various program materials and designing and maintaining spreadsheets in support of tracking systems. S/he often coordinates and takes the lead in developing office reporting documents and OHS contributions to Bureau and Agency reports. Administrative-type tasks include scheduling briefings, events, and meetings and maintaining program files.

 

The Program Assistant will work closely with the various project teams and provide input on related technical and managerial issues. As the Program Assistant will be expected to support multiple projects simultaneously, the individual will need to work independently and efficiently to balance competing priorities and deadlines while producing high-quality deliverables. In addition, the Program Assistant may be given opportunities to take initiative on tasks within the office that align with their interests.

 

The individual must develop a working knowledge of USAID policies and guidelines, as well as corporate practices and procedures. The individual is expected to become familiar with office technical issues and policies.

Responsibilities

Analytical & Technical Support:

  • Collect, compile, analyze, organize, and present technical and statistical information for use in regular and ad hoc reporting on the status of programs from various sources such as cooperating agency reports, publicly available databases, USAID reports and documents, and technical staff.
  • Coordinate large datasets and track relevant data
  • Strategize independently and with colleagues to quickly determine which datasets are relevant to the request and how to graphically/visually represent the findings in a clear format
  • Coordinate and work with HSS technical leads to utilize HSS indicators to measure and track country performance and USAID’s results in HSS programs.
  • May assist country teams and provide support to country team activities as needed. May travel to USAID Missions to provide direct support. 
  • Assist technical staff in the preparation of various HSS documents including background briefs covering critical technical and contextual issues.

 

Project Support:

  • Assists OHS project managers (AORs and Technical Advisors) and guides implementing partners in preparing the necessary documentation to obtain approval for various program actions, such as sub-awards, waivers, and extensions, ensuring that all documentation complies with USAID rules, regulations, and standards.
  • Liaises with the procurement officials in the Office of Acquisitions and Assistance (OAA), as well as implementing partners, to facilitate OHS procurement actions and approvals, and tracks approval process of OAA administrative actions.
  • Updates/maintains OAA Administrative Actions Tracker.
  • Maintains/or provides assistance with project administrative and financial tracking systems, and assists in the design and maintenance of spreadsheets and databases to support these systems.
  • Drafts quarterly accruals reports for funded projects, tracks and facilitates project funding actions, updates implementing partners on the status of expected funds, and collects pipeline information.
  • Maintains project/program files.

Administrative Support:

  • Participate in initiatives to build the HSS knowledge base
  • Leading and/or providing assistance with developing presentations, report, publications, briefers, talking points and speeches on health system issues for a variety of audiences, including OHS and Global Health Bureau Front Office Staff
  • Keep abreast of new developments and emerging issues by attending meetings, workshops and conferences.
  • Prepares and compiles documents for meetings, arranges conference calls, reserves conference rooms and records meeting minutes.
  • Collects and makes arrangements for distribution of material to USAID/Washington offices, USAID missions, host country institutions, and cooperating agencies.
  • Provide short term backstopping support as requested for technical staff.
  • Other duties as assigned.

While performing the duties of this job, the employee is frequently required to sit, stand and walk. The employee must occasionally lift and/or move up to 20 pounds.  Specific vision abilities required by this job include close vision, color vision, and ability to adjust focus.

Qualifications

  • Associates degree in related field and 3+ years relevant experience or equivalent combination of education and experience. BA preferred.
  • Academic or professional experience in global health or related field is preferred.
  • Requires proficiency in the use of Microsoft Office, internet and email applications, including Google documents. Candidates with experience using databases are also preferred.
  • Oral and written communications skills and the ability to read, analyze, and interpret general business periodicals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public
  • Ability to efficiently determine which data sets are relevant and how to analyze and present data for public consumption. High proficiency in Microsoft Excel is required and experience in the use of online database applications is preferred. Proficiency with mathematical concepts such as probability and statistical inference.
  • Flexibility and excellent interpersonal skills are required.
  • US citizenship or US permanent residency required.
  • The ability to obtain and maintain, at a minimum, facility access clearance.
