    The United States Agency for International Development (USAID) has contracted through CAMRIS International to recruit and hire qualified individuals for the following position:

     

    Title:  Senior Information and Communications Technologies for Development (ICT4D) Advisor

    Background

    When development actors effectively collect and use timely, accurate, and relevant data, it can transform the way  they work. Instead of reporting on “what happened?” they can ask “what is happening and how should we adapt?” This shift can mean the difference between health and sickness, economic vulnerability and resilience, and life and death.

     

    Digital technology offers an unprecedented opportunity to develop information systems that enable a more effective and responsive approach to service delivery. But too often, individual programs create systems that do not integrate with other technologies. This can result in duplicative work that wastes money by not investing in shared platforms, as well as lost opportunities to gain new insights by not sharing data across initiatives and sectors.

     

    The Development Informatics team, part of the Center for Digital Development in USAID’s Global Development Lab, seeks to break down these silos to create a coordinated, platforms approach to data use that enables more effective, inclusive, and responsive development. Grounded in the Principles for Digital Development, the team takes an approach that supports data use to improve development program decisions, guides investment in digital information systems, and recommends interventions and collaborations that create pathways to sustainable, locally owned, and valued data systems. The team has adopted a strategy focused on:

    1. Improved project and activity design and investment around use of data and ICTs
    2. Increased use of data for programmatic decision making within USAID
    3. Advising on policies and organizational processes both within and outside of USAID that improve use of data and ICTs in development programming

     

    Position

    The Senior Information and Communications Technologies for Development (ICT4D) Advisor will apply his/her extensive technical expertise in  helping the Development Informatics team to refine its model and drive adoption within USAID and externally. The position will be responsible for leading a portfolio of activities around improving the Agency’s use of data and digital technologies, as well as providing guidance for the team’s strategy and support of other activities. The Development Informatics team is looking for dynamic individuals who can work and learn in a fast-paced, multi-stakeholder, and complex environment to help make data-driven approaches the standard way USAID does business.

    Responsibilities

    Duties and Responsibilities:

    • Management of a portfolio of activities advancing Development Informatics goals
      • Project development and management, including accountability for planning, design, implementation, MEL, and closure within budget and timeline
      • Stakeholder relationship management
      • Ensuring compliance with USAID processes and best practices
    • Oversight of technical advisory services for Mission requests
      • Lead needs assessment and scoping for Mission technical assistance and advisory requests, working with team members to develop and implement identified support and services
      • Design and implement specific digital tools, platforms, etc. as requested by Missions (working with corresponding industry, government, and partner organizations), providing remote and onsite support as needed and/or helping develop scopes of work for partner organization implementation
    • Strategic development for Development Informatics
      • Advise on strategy and priorities for the team to advance priorities and goals, especially demand for technical advisory and assistance by USAID Missions
      • Support the team’s engagement with Center, Lab, and other operating units
      • Contribute to the Development Informatics team’s external engagement (e.g. with government, telecommunications companies, implementing partners, etc.)
        • Identify and convene key stakeholders and partners
        • Develop communications collateral and overseen coordination of convenings
        • Participate at relevant high-level industry and interagency events
    • Support Center-wide objectives to build capacity within the Agency to better use technology and data in USAID programs
      • Support prioritized policy development efforts and opportunities internal and external to the Agency
      • Participate at relevant high-level Agency meetings
      • Contribute technical development and input into special Center initiatives
    • Contribute grounded technical skills and advisory to the Development Informatics team and Center for Digital Development 
      • Communicate complicated technical subjects to USAID and external counterparts
      • Public engagement around the use of technology in development

     

    Qualifications

    Required Skills, Knowledge and Experience:

    • Masters degree in a relevant sector (e.g. computer/ data science, engineering, international development, public administration/policy) with 9 years of experience working in international development, specifically in implementation of digital technology-enabled programs and/or innovative digital design and implementation 
    • 5+ years experience working in a developing country
    • 3-5 years managing programs and/or people
    • Experience working with USAID Missions and partners
    • Experience in policy reform in development
    • Experience in product development, technical training, and communicating technical information to a broad audience
