The United States Agency for International Development (USAID) has contracted through Social Solutions International partnered with CAMRIS International, to recruit and hire qualified individuals for the following position:

The U.S. Agency for International Development’s Office of Development Credit (also known as the Development Credit Authority (DCA)) within the Bureau for Economic Growth, Education, and the Environment (E3), is recruiting a highly skilled and motivated Communications Specialist. This is a position in a vibrant office and supports an array of technical and regional specialists.

Background: USAID’s Development Credit Authority, established by Congress in 1999, unlocks local capital through loan guarantees for sectors including agriculture, health, housing, clean energy, infrastructure, microfinance, and education. In the past 19 years, DCA has mobilized more than $5.3 billion of local private capital across 80 countries. DCA works with local banks around the world to encourage local lending to underserved borrowers.


Objective: DCA is seeking a creative, organized, and experienced Communications Specialist to lead the office in telling its story within the US government and to external stakeholders. 


  • Creates and leads the development of office communications products, including an annual report and infographic
  • Develops and manages the office’s Exposure platform of borrower stories
  • Creates and contributes to the creation of e-newsletters and other outreach materials including the use of third party vendors (e.g. Constant Contact or other)
  • Designs and manages the creation of informational and training whiteboarding videos on DCA concepts using V
  • Maintains DCA internal and external websites, DCA general email account, and facebook and twitter accounts
  • Develops original content for dissemination across social media platforms
  • Continues strategic dissemination of DCA videos
  • Supports regional teams in achieving their communications goals (i.e., developing one-pagers, regional portfolio summaries, pitch decks, reflecting accurate portfolio information across all materials, etc.)
  • Drafts fact sheets, speeches, press releases, briefing papers, talking points, quarterly newsletters, and correspondence regarding the effectiveness of guarantees, seeing products through completion and approval
  • Independently manages complex communications projects/tasks
  • Collects and analyzes relevant performance data on digital media use
  • Tracks and reports to DCA Management on the success of office communications as it relates to a communications strategy
  • Coordinates, organizes, liaises with DCA staff, USAID Missions, bank partners, other external stakeholders to accomplish tasks


  • Master's degree and 4+ years’ relevant experience or equivalent combination of education and experience
  • Knowledge and familiarity with USAID.
  • Experience in communications, knowledge management, public relations, and management of communications tasks and projects.
  • Strong oral and written communications and comprehension skills.
  • Experience in copywriting and email/ newsletter marketing.
  • Experience with digital communications, website management, social media, and website analytics.
  • Ability to manage, analyze, and transform a variety of data sources into reports or presentations to inform decision-makers.
  • Experience in designing and delivering trainings.
  • Self-starter, able to work with minimal supervision.
  • Eye for design
  • Graphic design experience not required, but a plus.
  • Applicants selected will be subject to a government security investigation and must have the ability to obtain Secret clearance
