The United States Agency for International Development (USAID) has contracted through Social Solutions International partnered with CAMRIS International, to recruit and hire qualified individuals for the following position:


Title: Digital Communications Advisor

The Internal Communications (IC) Team within the Bureau for Legislative and Public Affairs for the United States Agency for International Development enables and facilitates effective and efficient internal information flow and engagement. IC is responsible for building a global sense of community – One USAID – among USAID staff and helping employees to engage around the Agency’s mission and core values.


The Internal Communications Digital Communications Contractor serves as a key member of the IC Team. He/she works closely with other members of the IC team to lead and contribute to key products, events, and services.



  • Ensure IC digital communications products are of high, professional quality that inform, engage and inspire Agency staff.
  • Effectively communicate USAID's development agenda to promote support for the Agency's mission and core values.



IC requires operational and functional support to provide digital communications Agency-wide as well as for sub-sections of the Agency.


Duties and Responsibilities:

Social Media, Audio/Video & Online Collaborative Tools Management - 30%

  • Serves as the IC lead for the Agency’s Drupal-based social media, online collaborative applications and knowledge management platform
  • Develops, migrates or modifies content for the Agency’s Drupal-based social media, online collaborative applications and knowledge management platform
  • Develops original content for dissemination across the Agency for social media platforms
  • Conducts amplification for key news, events, and initiatives
  • Provides subject matter expertise to Agency points of contact on developing and publishing social media content (including training)
  • Provides Audio/Video support


Content Management and System Administration - 20%

  • Serves as the IC lead for the Agency’s Drupal based online collaborative content management system
  • Develops, migrates or modifies content for the Agency’s Drupal based online collaborative content management system
  • Creates original content for the IC team related to system use and IC products, events, and services
  • Maintains updated documentation in applications
  • Facilitates access and training for Agency users
  • Delivers technical assistance to Agency points of contact adopting these collaborative tools and content management applications
  • Addresses user questions to provide answers
  • Provides ongoing content review
  • Provides coordination and sharing of best practices with Agency points of contact 


Project Management, Project Planning and Metrics Analysis - 20%

  • Develops and maintains standard operating procedures for the Agency’s Drupal-based content management system and platform, online collaborative applications and knowledge management platforms
  • Produces and manages project plans for IC digital content and initiatives
  • Independently manages complex projects
  • Collects and analyzes relevant performance data on digital media use across the Agency
  • Provides audio/video support



Original Content Development - 30%

  • Creates and contributes to the development of content across Agency social media and collaborative tools platforms
  • Creates and contributes to the creation of e-newsletters and other outreach materials including the use of third party vendors (e.g. Constant Contact or other)
  • Creates and shares original designs, concepts and templates for IC products, including, but not limited to:
    • Event posters
    • Campaign flyers
    • Newsletters
    • Infographics
    • PowerPoints
    • Audio/video
  • Contributes to IC products with graphic design inputs and supports the effective use of visuals for online publications
  • Maintains digital IC graphic design records and files

  • 3-5+ years of experience with collaboration platforms,
  • 3-5+ years of editorial experience,
  • Bachelors degree or equivalent experience,
  • 3-5+ years of enforcing legal guidance & organizational policy for social network systems,
  • 0-3+ years of foreign development experience,
  • 0-3+ years of graphics design and audio/video experience is desirable
  • Support may be required outside of core hours. The contractor will be notified in advance if after-hours support is required.




  • Staff working on this effort must possess the ability to obtain a current “Secret” clearance.
  • Requires compliance with Section 508 of the Rehabilitation Act (29 U.S.C. 794d); USAID Graphic Standards (available at, USAID Mission & Core Values (available at or any successor branding/mission/core values policies.
  • Requires collaboration with USAID Front Office and other operating units (OUs)
  • On-site support with limited telework
