The U.S. Agency for International Development’s Office of Development Credit (also known as the Development Credit Authority (DCA)) within the Bureau for Economic Growth, Education, and the Environment (E3), is recruiting a highly skilled and motivated Program Analyst. This is a position in a vibrant office and supports an array of technical and regional specialists.

About the office: USAID’s Development Credit Authority, established by Congress in 1999, unlocks local capital through loan guarantees for sectors including agriculture, health, housing, clean energy, infrastructure, microfinance, and education. In the past 19 years, DCA has mobilized more than $5.3 billion of local private capital across 80 countries. DCA works with local banks around the world to encourage local lending to underserved borrowers.


DCA is looking for a creative, organized, and experienced Program Analyst to support the office in telling its story within the US government and to external stakeholders.

Some core responsibilities will include:

  • Creating and updating office communications products, including an annual report and infographic;
  • Developing and managing the office’s Exposure platform of borrower stories;
  • Designing informational and training whiteboarding videos on DCA concepts using Videoscribe software;
  • Maintaining DCA internal and external websites, DCA general email account, and facebook and twitter accounts;
  • Continuing dissemination of DCA videos;
  • Supporting and working with regional teams in achieving their communications goals (i.e., developing one-pagers, regional portfolio summaries, pitch decks, reflecting accurate portfolio information across all materials, etc.);
  • Writing fact sheets, speeches, press releases, briefing papers, talking points, quarterly newsletters, and correspondence regarding the effectiveness of guarantees;
  • Tracking and reporting to DCA Management on the success of office communications as it relates to a communications strategy,
  • Coordinating, organizing, Liaising with DCA staff, USAID Missions, bank partners, other external stakeholders to accomplish tasks; and
  • Participating in the analysis, formulation, and development of ideas, concepts, and methodology for new or revised products, policies, procedures, and systems.


  • Bachelor’s degree with 2-5 years of professional experience, or Master’s degree with 1-2 years of professional experience
  • Knowledge and familiarity with USAID, the USAID Program Cycle and Automated Directives System (ADS), and USAID Funding.
  • Experience in project administration and management procedures, communications, information management, webpage development, public relations;
  • Strong oral and written communications and comprehension skills;
  • Ability to manage, analyze, and transform a variety of data sources into reports or presentations to inform decision-makers;
  • Experience in designing and delivering trainings;
  • Ability to identify potential problems and/or issues and assists with the development of recommendations to resolve issues; and
  • Proficiency in Stata, SAS, SPSS, or other statistical software preferred
  • U.S. Citizenship or permanent residency required to obtain, at a minimum, a Facilities Access clearance
