CAMRIS seeks a Chief of Party to lead and manage the USAID/Uganda Monitoring, Evaluation and Learning Program.

The USAID/Uganda Monitoring, Evaluation and Learning Program is a five-year activity expected to start in mid-2018. CAMRIS will help USAID/Uganda strengthen its performance and, to a lesser extent the performance of its Implementing Partners, in collaborating, learning and performing in order to fortify the impact and sustainability of USAID-supported contributions to Uganda’s development.  This position is contingent upon award.

Responsibilities

  • Provide vision and overall leadership to operations
  • Ensure provision of timely, relevant, high quality services
  • Provide leadership on the project by proactively engaging USAID, partners, and MEL team members to provide useful M&E support. This involves deep collaboration with the Mission and partners to identify, design, and implement high quality M&E support.
  • Identify adjustments in scope and operations to ensure that the project adapts to changes in need and context.
  • Quality assurance and responsiveness on all aspects of the MEL lifecycle including design, data collection, analysis, reporting, and learning.
  • Serve as the primary point of contact to USAID Contracting Officer’s Representative and Contracting Officer.
  • Supervise and empower all technical and administrative staff on the project.
  • Collaborate closely with CAMRIS headquarters technical and operations staff.
  • Champion the use of CAMRIS’ systems and processes, and identify adjustments as needed.
  • Represent the Uganda MEL team at local, regional and international meetings, as required.

Qualifications

  • A Master’s Degree OR 5 years of experience in social sciences, development studies or a related field (in addition to the 10 year requirement noted below) for those without a Master’s degree;
  • At least 10 years of progressively increasing responsibility in managing large comprehensive contracts of similar nature, size and complexity.
  • Five years of experience in learning and adapting, improving business processes, or communications preferred;
  • Quality past performance references; and
  • Working knowledge of and experience with USG-funded program management, policies, regulations, and procedures.
