Title: Community-based Family Planning Technical Advisor

The Bureau for Global Health (GH) serves as USAID’s primary source of technical expertise, global leadership, and donor coordination for the health sector. GH is responsible for advancing field-relevant, state-of-the-art research and the transfer of new technologies and approaches to field programs. Through its staff, programs and country teams, GH provides critical support to USAID missions and field programs in more than 70 countries.
The Office of Population and Reproductive Health (PRH) advances and supports voluntary family planning and reproductive health programs worldwide to reduce unintended pregnancy and foster improved reproductive health behaviors.
The Service Delivery Improvement (SDI) Division within PRH develops and applies innovative strategies that improve the performance of individuals, organizations and systems for the sustainable delivery of quality family planning and reproductive health services. The Division has multiple projects that work to increase the use of family planning and health services and products and seeks to strengthen health systems to improve family planning and health outcomes.
This Technical Advisor (TA) position is located in the Service Delivery Improvement Division (SDI) of the Office of Population and Reproductive Health (PRH) in USAID’s Global Health Bureau (GH). The TA will serve as a technical advisor on family planning service delivery, especially community based family planning (CBFP) and partnerships with faith-based organizations, and provide technical and management support to projects and countries aligned with these technical areas.
Focus areas for projects this position oversees may include: global leadership and advocacy for community-based family planning programming; support to grant solicitation and program implementation; and organizational and technical capacity building. Projects will promote multiple approaches to expanding community service delivery to increase FP access to marginalized and rural populations, including but not limited to mobile services, community-based distribution, and pharmacy and private sector sales. A key focus is scaling up the provision of contraceptives by paramedical providers (e.g., community health workers/volunteers) in the public and private sectors to address the lack of trained medical providers and service delivery points needed to serve hard to reach and marginalized populations. Special audiences include gender, youth, and faith-based organizations.
The TA will provide technical guidance to Division projects as called upon. S/he will serve as one of the PRH FP/RH advisors on youth and gender and/or faith based organizations. S/he will provide technical support to Mission health teams on issues related to overall family planning programming, including CBFP and FBO partnerships. S/he will assist in keeping Mission health teams informed on Washington directions and health sector initiatives. S/he will provide technical support to one or more Global Health Country Support Teams. S/he will coordinate with other staff in SDI, PRH, GH Bureau, and Regional Bureaus, other USG agencies, Cooperating Agencies (CAs), donors and host governments to identify and utilize synergistic project opportunities to avoid duplication of project products.
Under the supervision of the Agreement Officer’s Representative (AOR), and in collaboration with other team members, s/he will substantively contribute to the oversight, implementation, and monitoring of at least one project. This includes reviewing work plans, budgets, monitoring and evaluation plans, project products, annual management reviews and supporting the design and implementation of the sub-grants component. S/he will contribute regularly to the preparation of reports on Project performance, financial reporting, analysis, and projections as requested. S/he will contribute to advancing partnerships with faith-based organizations and coordinating with other projects building their capacity. As such, the Advisor will support the expansion of USAID’s partnerships with faith-based organizations (FBO) and partner with Missions and Washington based staff to disseminate best practices for partnering with FBOs and expanding the opportunities for PRH to advance the work of FP through FBO partnerships.
The Community Based FP Advisor will jointly develop an annual individual work plan to include specific work objectives, tasks and country visits (TDYs).
As SDI projects come to a close or evolve over time, the TA role may also change and evolve in response to Division staffing needs.
