CAMRIS seeks Monitoring and Evaluation (M&E) Specialists for the anticipated Analytical Services for USAID/Ukraine, USAID/Belarus, and USAID/Moldova contract. The purpose of this contract is to provide analytical services, including assessments, performance and impact evaluations, and monitoring and evaluation (M&E) of USAID activities in Ukraine, Moldova, and Belarus.


  • Design and serve on impact and performance evaluations, surveys, analyses, and assessments related to USAID’s development objectives in democracy and governance, economic growth, health, the environment, and energy.
  • Present evaluation findings, recommendations and conclusions to USAID, implementing partners, and other stakeholders.
  • Review, revise, and maintain the Mission Performance Management Plan (PMP), project M&E plans, and activity M&E plans.
  • Manage the process of high quality performance monitoring by project staff and implementing partners including: data collection, monitoring, reporting, dissemination, and related tasks.
  • Lead, facilitate, and participate in M&E workshops with USAID and implementing partner staff.
  • Conduct data quality assessments in the field.
  • Conduct M&E capacity development and training sessions for USAID and implementing partner staff.
  • Integrate gender, disability-inclusive, and conflict sensitive measures into programming and activities, ensuring that they are consistently and systematically tracked and reported in accordance with USAID data reporting requirements.
  • Liaise frequently and regularly with a variety of stakeholders including USAID staff, project participants, implementing partners, local, regional and national governments as well as international organizations and donors.
  • Attend local, regional and international meetings, as required.


  • Bachelor’s degree is required (advance degree is preferred) in a relevant field, such as international relations, political science, international development, sociology, economics, or health.
  • Five years of demonstrated experience in monitoring and/or evaluating international development projects.
  • Experience within the past year using technological innovations for M&E programming, such as tablets and smartphones is highly preferred.
  • Demonstrated expertise with various evaluation methodologies, including sampling procedures, survey methodologies, and qualitative data collection methods.
  • Demonstrated knowledge of United States Government rules, regulations, policies, and procedures as they relate to project and program compliance and reporting.
  • Excellent writing and presentation ability, with demonstrated experience working constructively with high-level government counterparts.
  • Experience working with and providing recommendations on creating and refining performance monitoring plans (PMPs). 
  • Significant experience developing indicators, collecting data and providing quantitative/statistical analysis, data quality assessments, and/or performance monitoring and reporting.
  • Knowledge of USAID rules and regulations related to M&E.
  • Fluency in English is required, working knowledge of Ukrainian and Russian is highly preferred.
  • Experience working in Ukraine and Eastern Europe is highly preferred.
  • Proficiency in Microsoft Word, Excel, and PowerPoint is required.
