The United States Agency for International Development (USAID) has contracted through ZemiTek partnered with CAMRIS International, to recruit and hire qualified individuals for the following position:


Title:  Program Management Specialist

United States Agency for International Development/Bureau of Africa/Conflict, Peacebuilding and Governance Division (CPG)

AFR’s Office of Sustainable Development (SD) serves as the bureau’s “think tank” and provides technical analysis and other support to AFR’s leadership in Washington and to the Missions in sub-Saharan Africa. The office supports the overarching goals of ensuring the strategic, coordinated, and effective use of U.S. foreign assistance for development on the continent. AFR/SD also provides intellectual leadership and conducts economic, social, and political analysis critical to the development of AFR strategies, policies, budgets, and activities, representing the Bureau in a wide range of inter-agency and donor meetings, helping shape inter-agency and donor decisions on complex and sensitive development issues.


The Conflict, Peacebuilding, and Governance Division (CPG) in AFR/SD serves as AFR's primary unit that deals with conflict mitigation and the promotion of democracy, human rights, and good governance in Africa. The Division is responsible for technical support and analysis of related issues for long term planning as well as short-term policy development and crisis response.  The approach includes assessments, supporting activities, developing strategies and policy, and monitoring and evaluation.  The CPG Division likewise serves as AFR's technical interface with USAID’s Bureau for Democracy, Conflict and Humanitarian Assistance (DCHA).



The incumbent will provide a broad range of administrative, programmatic and technical assistance to AFR/SD/CPG and the AFR/SD Program Team, including program budgeting, procurement planning, evaluation, and reporting requirements.  The Management Specialist will be responsible for:

  • assisting the AFR/SD/CPG Division Chief and staff to plan, coordinate, implement and evaluate activities for the Division;
  • coordinating the Division’s annual budget requests, managing the Division’s operating and programming budgets, procurement planning, and expenditure tracking, under the supervision of the Division Chief;
  • ensuring that communications and document retention systems function efficiently for transmitting and archiving correspondence, reports, analyses and other official documents to Africa-based USAID Missions, within the Africa Bureau in Washington, with other USAID bureaus and USG entities, and between various implementing organizations and other designated recipients;
  • monitoring the status of program activities and achievements through written and oral briefings and reports;
  • compiling status reports that deal with outstanding program action;
  • assisting in organizing meetings, workshops, and conferences, organizing prepared material for speeches, briefings and other procurement documents related to conflict, peacebuilding, and governance;
  • assisting in preparing periodic reports, including the Division’s operating year plans and performance reports; and
  • assisting in compiling an annual review of the Division’s portfolio of activities, country progress reports and strategy papers to help staff prepare briefings and presentations; contribute to “taskers” assigned by the Africa Bureau front office; and prepare research and briefing notes as necessary.
  • Assisting with Program Team-related efforts, as needed.



EXPERTISE REQUIRED. The contractor must have:

  • U.S. Citizenship required
  • Must be able to maintain a Secret security clearance
  • Bachelor’s Degree required, Master’s Degree preferred
  • Minimum of five years international development experience
  • Minimum of five years of budgeting or program management experience
  • Past experience in preparing materials and reports for briefings required
  • Past experience in planning meetings, including logistics and developing agendas required
  • Past experience with procurement planning preferred
