CAMRIS is currently seeking a Start-up Team Leader to provide support to USAID’s Office of Transition Initiatives (OTI). The objective of the Indefinite Quantity Contract (IQC) is to provide OTI with the means to support U.S. foreign policy objectives by helping local partners advance peace and democracy in priority countries in transition.


  • Oversee and/or supervise, in conjunction with and in support of the long-term key personnel, the start-up of all program operations including but not limited to administration, logistics, procurement, budgeting, financial, and property.
  • Ensure the rapid start-up of program implementation and the smooth transition from the pre-deployment/start-up phase to full implementation.
  • Collaborate with project stakeholders.


  • At least two to four years of prior working experience in highly challenging developing country operational environments
  • Demonstrable experience with a contractor or international NGO managing a USAID-funded office or
  • Demonstrable experience managing the in-country operational and programmatic start-up for USAID-funded programming; previous experience establishing in-country presence in less secure operating environments is highly
  • Completely fluent in written and spoken English.
  • Strong interpersonal, organizational, and time-management skills.
